Office Buildings (Administrative) – Life Safety Requirements per NFPA 101 (2018)

Scope. This guide summarizes the core Life Safety and fire protection requirements for
administrative (office) buildings classified as Business Occupancies under the NFPA 101: Life Safety Code (2018).

1) Applicability & Definitions

  • New Business Occupancies: Chapter 38 applies to new office buildings. [NFPA 101 (2018) Ch. 38]
  • Means of egress, emergency lighting, exit signage, fire alarm, and other features reference the
    base requirements in Chapter 7 (Means of Egress) and Chapter 9 (Building Service & Fire Protection Equipment).

2) Occupant Load & Egress Sizing

Determine occupant load (OL) using Table 7.3.1.2, then size egress capacity per §7.3.

Egress capacity: Where more than one means of egress is required, loss of any one means must leave ≥ 50% of required capacity. [NFPA 101 (2018) §7.3.1.1.2]

3) Number of Exits & Arrangement

  • Minimum two separate exits from every story and from every part of the story. [NFPA 101 (2018) §38.2.4.1]
  • Single exit allowances (selected):
    • Rooms/areas with OL < 100, direct discharge to outside, total travel ≤ 100 ft, and stair limits as listed. [NFPA 101 (2018) §38.2.4.3]
    • Three-or-fewer stories with ≤ 30 occupants per story, one enclosed exit directly to outside, travel ≤ 100 ft. [NFPA 101 (2018) §38.2.4.4]
    • Mezzanines with common path ≤ 75 ft (≤ 100 ft if fully sprinklered). [NFPA 101 (2018) §38.2.4.5]

5) Egress Illumination & Emergency Lighting

  • Illumination (normal power): Continuous when occupied; ≥ 10 fc on new stairs; ≥ 1 fc on other walking surfaces. [NFPA 101 (2018) §7.8.1.2–7.8.1.3]
  • Emergency lighting required where any of these apply: building ≥ 3 stories; ≥ 50 occupants located above/below discharge level; total OL ≥ 300; underground/limited access structures. [NFPA 101 (2018) §38.2.9.1]; [NFPA 101 (2018) §7.9.1.1]
  • Emergency lighting performance:

6) Exit Signs & Marking

7) Fire Alarm – When Required & How It Operates

  • When required: Fire alarm per §9.6 is required in business occupancies that are (a) 3+ stories, or (b) have ≥ 50 occupants above/below discharge level, or (c) have ≥ 300 total occupants. [NFPA 101 (2018) §38.3.4.1]
  • Initiation: By manual means or by approved, building‑wide automatic detection (or automatic sprinklers with required provisions). [NFPA 101 (2018) §38.3.4.2; 9.6.2.1]

11) Submission Checklist (Design & Compliance)

  • Occupancy classification and occupant load calculations (by space) with OL factors from Table 7.3.1.2.
  • Egress sizing & capacity calcs (show 50% capacity with loss of any one means when multiple exits are required).
  • Exit count/locations, common path, dead ends, travel distance diagrams.
  • Egress illumination and emergency lighting layout, photometrics, and testing plan per §7.9.3.
  • Exit signage plan per §7.10 and floor directory/wayfinding as applicable.
  • Fire alarm narrative: initiation, notification mode (general alarm/PAS), emergency forces notification path, control functions, and annunciation.
